I have a 532 board on 2.9.23 and I tried to upgrade to 2.9.39 but it says that the liscense does not support that version.
The liscence says that is upgradable until Jan/01/2007.
Does anyone know the highest version I can upgrade to?

The only way to upgrade is via netinstall and use a serial cable. It will only let you do this if it is a ‘legal’ version of ROS.

just as the license says, at the time you purchased it, there was no “up to version” limitation, but a date limitation. it means that after January 2007 no upgrades of any kind are possible.
As others have suggested, rules have changed, and now you can upgrade to the latest 2.9.51 with Netinstall
Well considering I needed a bucket truck to get at the device that is not possible.
But upgrading to 2.9.28 and then going to 2.9.39 etc. worked.
