6.1 100% CPU Utilization Issue

We had a tower take a lightning hit and one of our RB493AH's died. It was running ROS 5.25. We restored a backup onto a fresh router (another RB493AH) and upgraded it to ROS 6.1. This has been pretty common practice for us and we have several routers out in the field that have been upgraded this way and are running smoothly. However this particular router is randomly hitting 100% CPU Utilization and it stays pegged out until we reboot it. When watching the profiles it looks like it's the DHCP service that is taking up all the CPU, or as much of it as it can. It will hover around 70-90% depending on the other services. Everything seems to be working, the router passes traffic, but does not respond to all commands through winbox. For instance, to reboot it you have to do it from the terminal. We have replaced the router with another new router and restored and older backup (that was taken off 5.25), but still using ROS 6.1 on it and it does the same thing so I don't believe it is hardware related. I'm curious if this sounds like a bug, or if anyone else has experienced this and can maybe point me in the right direction on how to fix it. I've looked through the logs when it does it but I haven't seen anything. Of course, it's entirely possible I don't have the right logs enabled. I was looking through Critical/Error/Dhcp logs. Please try v6.4 and report if it does the same thing.
