912UAG-2HPnD lowest TX power (<0dBm)

I am trying to reduce TX power on a 912UAG-2HPnD to less than 0dBm in order to “cool down” a short range link that seems too hot (-38 to -40dBm). I’ve tried all forms of TX power control as well as set regulatory power and increase configured antenna dBi, but it seems like the actual power never goes below 0dBm.

Is there any way around it, or must I realign/change antennas?

The best thing is working with other antennas with less antenna gain.
