Admin options missing from Webfig, unable to connect with Winbox

I’m using an RB951Ui-2HnD with RouterOS v6.15. This is what I see after logging onto Webfig as admin. All I can do here is set network name, channel, and passwords. Here is what I see with Winbox. I’ve also tried connecting with Putty, which will ask me for username and password, and upon entering them I receive “Access Denied”. I’ve tried various ports, SSH, Telnet, all the same.

My ISP gave me the router in this state and I don’t know how bad they may have fingered it up, so I’m having trouble finding somewhere to begin. I’ve been doing this through wifi and considered maybe I’d be less restricted through ethernet, but why allow me to set the admin password if it were a security restriction.

You’ve been given a limited-access username for your router. Have you asked your provider for the ‘real’ admin username?
