Like I said in the V6.2 release notification topic I did not change the file myself.
I just let it sit because I was only testing the hotspot and found the error.
Thing you could do is copy the index file from the RouterBoard via Winbox and edit it in e.g. notepad.
Remove the faulty double quote char and put in a correct one (correct one can be found all over the file)
After saving the file, put it back on the Routerboard.
Since I am not sure what the line which contains the error does, you can also delete the complete line, since the Latvian translated index.html does not contain the 4th Meta tag line at all.
