Allow user to do and restore backups

How do I allow a specified user group to do and restore backups?

I’ve tried to create a new group, which the users cannot modify, create and change users passwords, and it have the ‘policy’ permission disabled.

But i want to allow that group to be able to do and restore backups, without having full admin privileges.

How to do it?

Being able to restore backups is the same as being admin.
(w.r.t. limiting changes that someone can make to the system)
