pleease how does on determine the height to place an Omni antenna on a tower to coverage of about 2-3 km. also is thee any tool i can use to do this.

Depends on omni too, some have 6 degree electrical down tilt build in.
2 - 2 kms tho, very close, you could almost put it in the stairwell (joke)
for that small range, just climb the tower (or get someone to do it for you) and do a visual, what you see is what the radio will see
If a very high rf area perhaps choose H-pol.
If you use an omni with r52, cm9 or sr2 make sure you earth really well, you will blow cards flat out if you don’t
