It means that the RADIUS server you configured the Hotspot to send accounting records to isn’t responding. Usually that’s due to a mismatch of shared secrets, or incorrectly configured NAS/server IPs.

Check the shared secrets and IP addresses configured on the NAS and RADIUS server and make sure traffic is actually taking the path you think it does.
