Assigning Public IP to Customers

Hi

I recently started a mini ISP business and 1 of my clients wishes to have needs 4 public IPs

For future use i also will like to know how i can assign Public IPs in blocks i.e /30, /29, /28

I currently receive 16block from my ISP

How do i please do this?

Yes the are i have a block of 16

which i wish to give out 4
