Depending on how thorough the attacker was. But prepare for the worst, i.e. scraping the router if they managed to set up protected routerboot. You’ll be lucky if you can netinstall the router and configure it from scratch.
How would one know after a netinstall, if the router was still compromised??

Netinstall is foolproof in terms of getting rid of malware as it wipes the flashdisk. But protected routerboot can prevent netinstall. If someone steals your router, it is important that they could not reuse it.

Who’s “they”? For netinstall, you always need physical access (well, maybe not if you can set up an L2 tunnel, never had to revert to such measures yet). What I’m saying is that with “protected routerboot”, you may be unable to enter the netinstall mode.
