Anybody can suggest a way to make an Addres List of Ip s named , blacklist for example, which automatically adds ip of users who have just full download for last 1 hour ( or any other parts of time ) to that address list and if that user been good for a part of time automatically remove it from balcklist. and ofcourse we know what to do with that blacklist 
now i have a hard way . i get a report of high usage users each 3-4 hours from my accounting software and then manually add them in the blacklist and remove others from the list.
