Are you sure? Are these devices connected directly? Via other device? Do they stable “see” each other at L2 level? Maybe it makes the difference what devices they are connected to … just asking as we do not know LAN topology

It’s feature that “steers” client devices to more capable wireless network, for eg, in dual band APs, when client connects to AP, AP checks is this client dual band capable, and if it is, it “steers” client to connect to 5GHz radio where it can achieve better speeds and leaves 2.4 GHz spectrum for slower devices.
That way you don’t congest 2.4 GHz network even more and your more capable devices are connected to faster network
