How do I apply a queue to an IP public address pool?

I need to deliver public IP addresses with a specific bandwidth

Are you an ISP ? What do you mean ?

I’m not IPS, I just want
Give them subnets of my public network. and be able to modify the bandwidth to that subnetting that I am delivering.
