In my office i use static IP address. now i create a proper bandwidth management . My ISP Give me 6Mbps bandwidth . i distribute this bandwidth for 40 user.what can i do now?

Purpose built QoS?
Perfectly balanced per connection?
Round robin of connections trying to make use of it?
