Bandwidth restriction is not working

I am using v6.39.3 it’s a bug fix version, in my hotspot setup, I restricted bandwidth for my hotspot client . when Clients login, some how bandwidth restriction is not working and he gets whole bandwidth.
i set 256k/256k for a client but he is getting more of it
please help me to fix it

Check if fast-track is enabled in your filter rules

i didn’t create any rule for hotspot in filter rule
and there is no fast track rule
