bandwidth speed per day

Hi guys
there was a code around in this forum which had detail of how to script dual speed for all users, meaning all users will have speed of N megabit per second for first N megabytes in a single day and then they would fall down to their normal speed.

any idea is highly appreciated

this does not calculate per day bandwidth.
there was somebody else who posted something else
I went through the whole forum but it seems
