How do I limit bandwith per IP?
I use equal bandwith sharing as done here http://www.mikrotik.com/docs/ros/2.9/root/queue , but it not what I need.
I want to limit each user attached to interface Local to have 16KB UL/DL and no more, I do not want them to use any spare bandwith (if there is any).

if I see this right, the only difference between equal band. sharing and limit band. per IP is in using different parent in queue tree.
In the first case, parent=“name of the interface”
in the second, parent= “global-in or out”
Is that right?

You have to use pcq queue type for equal bandwidth.
- parent - is parent name in the queue hierarchy.
- global-out (in,total) are three additional virtual interfaces:
