Is there a way to host a custom web page on router os - ideally customizing the routers home page would be great but I cant seem to find this page anywhere in the config. Also it cannot be user manager or dude pages as these require a /dude or /userman - I need to redirect unpaid Customers to a single page that is accesable by IP. For now Im running a Server with the one page on it - a bit of a waste hence the question.

Email support and request the customization unlock. That will allow you to customize the page that loads for administrative access via HTTP.
You can also use a Hotspot for this, but the customization package is going to be simpler. If you want to go down the Hotspot route look at http://forum.mikrotik.com/t/troubleshoot-page-for-client-radios-when-offline/49659/1
