This can be restricted with configuration, but it would require some sorting before this setting can be enabled

Allow uncategorized topics:

Allow topics to be created without a category. WARNING: If there are any uncategorized topics, you must recategorize them before turning this off.

Yep, but the (good?) question is why a new user (BTW with nick "Livehelp") would on his/her first post make such a recommendation.
Or maybe it isn't a recommendation and what the board replies if you manage (how?) to make a new thread outside of any existing subforum/category?
