If you look at those figures, what would be (roughly calculated) be the average amount of users/bandwidth/range per mast? (1 mast 3 X 90° sector antennas)

The BIPT come with more advanced devices.
First of all u need to be in front of antenna u can not be 100m from antenna and make measure , second this device is measuring all the signals in the area so how the heck they will know if this signal is coming from ur antenna?
What you see here is a measurement carried out by the Ministry of health.

When in doubt become more sophisticated material used.
The BIPT is measuring.
I have never experienced a more comprehensive measurement.

Radio Mobile will give you propagation maps showing how far your signal will reach in your environment with your settings. You will need 30db of signal above your noise floor for full modulation you will also need to know your radios sensitivity.
