I was wondering which is the best load balancing per-connection with failover method:
PCC,ECMP,NTH?
Which hardware to choose? I was thinking about RT 750G.

The Per Connection Load Balancing with Failover you chose will at least in part be decided by your tolerances for various delays etc as they will respond differently to different scenarios.
In the same vein the hardware you chose will be dependent on how much traffic you are trying to push and the features you want to use.
Please provide us with more detail about what you are doing, how you are planning on deploying it, what constraints you have, how much traffic you want to push and a diagram of the above then maybe people can help you further.

what I wanna do is balancing traffic over two networks to avoid overcrowding with failover set up.
By now I have 4 LANs with 35-40 users per LAN.
The result I want to achieve is balancing both download and upload traffic speed.
I mean if there are 20 users that use download more than upload ADSL connection will be choose. At the same time if 10 users are uploading a file shdsl from second ISP will be preferred path.
