You should do this either in Radius, or in the user profile. That way the bandwidth control is created when the user connects.
If you are trying to priorotize traffic (Shaping), then yes, you have to mangle.
Not really any different than shaping for private addresses.
How you define your rules depends upon how your network is engineered.
