BGP Problems Still Exist in RC13

We have seen this problem for a long time. It seems it happens in 2.9.42 up through
RC13. All BGP sessions either lock-up or restart. There appears to still be a memory
leak that has existed since 2.9.42 as well. We can watch the memory slowly
go down.

It appears that removing the L7 firewall rules is helping keep BGP stable and memory
is slowing increasing.

BGP reset again. So, the L7 rules did nothing.
