Block IPs that are not connected with the Proxy server

Hello.

I have applied Proxy on my MT.
I want to block all the activity {download upload} for all the IPs that are not connected or not configured for the Proxy on my network.

Can anyone help me?

if you redirected port 80 to proxy, users have no direct access to websites
