Block ports from outside

Hi

We are a small ISP with 1500 IPv4 addresses.

And would like to have blocked port 22 , 23, 443, 8076 , 8081 so that all who try to ask on these ports will be told they do not exist .

How do I made this , now I have tried a lot , but when I go outside , I can still get hold of these ports.
