Blocking Download File to more of 30 MB ??

Its possible blockin download file ex.: 30 mb or more ?? it permit 29 mb or less ?? Help me

A firewall rule wouldn’t be able to do it, but a squid proxy server could be configured to not handle files over a certain size.
