It is, but other users can’t re-issue your license. Only the manufacturer can. This is a user forum, support@mikrotik.com is the official support channel. It’s not that people here wouldn’t be willing to help you - they’re literally unable to do so.

Formatting your hard drive invalidates your license. If you’re lucky Mikrotik will replace it.
