The MIPS packages are for RouterBOARDs. Those don’t have CD drives. You typically install them via NetInstall, or just as inline upgrades to existing systems (given that all RouterBOARDs ship with ROS installed).
ISO images for CDs are only available for the x86 platform. They are right on the download page - just download, and burn to CD.
