burstabled queues with a mimimum guaranteed limit

hi guys i just wanna know how i can setup queue that can share the maximum bandwidth and guarantee a minimum limit

as I know - you can’t do it on RouterOS, only share maximum bandwidth between active users (use PCQ with rate=0 to archive these)

Router OS can do it.
