What does Mikrotik mean when they state “Max power consumption without attachments” in the power section of specifications or their hardware?

cAP ac supports PoE-out … connected PoE client would count as attachment. Some other devices feature USB ports which can be used to connect some power-hungry peripherials, such as LTE modems or flash sticks… Or miniPCIe slots to add wireless or LTE interfaces … All of those count as attachments.
Thanks mkx. I wasn’t sure if MK were referring to devices connected on ether ports and or wlan too. I couldn’t see that affecting power consumption unless, as you say they were supplying power to a device on one of those ports. What you say makes total sense.
