let say I want to limit my hotspot user for some websites
so for example
if they do speed test - they will see 15MB
when they enter youtube.com - 15MB
but when they will try to enter sex site - http://www.sex.com(for example) the speed will be 0.1MB
can I do this ?

but can someone explain to me how to use it?
so I will create a IP list of my own and then limit it?
