Can I restrict Network Access using Que's?

Ok, I have set up a Hotspot and added users so they don’t have to “Login” to the network to get on line.

To be honest I preferred the data I was looking for when I had set people up in the que’s but I wasn’t sure how to restrict access to those that were NOT in the que list.

Is there a way to restrict ANY device NOT LISTED by MAC address in a que from getting onto the network and chewing up bandwidth?
Is there a way to say if you are not on the que “White List” that they are reduced to something like 1kb/s (which is effectively useless to those trying to use it without permission)?
