Can i use hap lite for this?

  1. Shaping bandwidth
  2. User will Log in to use internet (Wifi and Lan)
  3. Limite .exe .zip .pdf etc file download rate(Max 30KBps)
  4. Isolate user to see each other.

Yes to all questions. Point 3 could be quite discutable and I would use general shaping with burst rather than L7 packet inspection, but you can achieve all. What performance do you expect to get?
