as your hotspot[dhcp-server] on bridge between public and local your isp will reject your dhcp-server and route to the public, i think...
my suggestion:
create *.backup file before action
must sure about how to hotspot work
or asking first to the user forum before excute
i sure hotspot on bridge is working, but bridged your local interfaces
when you are can't login to your router, better with mac-telnet
and do /system reset
or do previos config /sy backup load=[your_backup_filename_here], when you have it file
yes, hotspot should running together with dhcp-server, but your problem is: your bridge between public and local, and your dhcp-server on it interface too
but when you are running dynamical ip without dhcp-hotspot i think will work fine with existing bridge.
i suggest to you put your hotspot on local interface
first i try the hotspot by choose the ether1 and after i choose the ether2 but when i complete the hotspot setup in both of them i see the rule written by red collor and that mean it’s worng

Better to implement Balimore’s suggestion of setting up hotspot on unbridged local interface and use default route to gateway…
You don’t have to use dhcp for Hotspot to work, but you do need an IP pool for the hotspot server config to create IP bindings between the client real IP and their hotspot IP…
Also - have you indicated that all the NAT rules have been disabled? Hotspot needs a NAT - masquerade rule here…
First off all - Use winbox via IP address or telnet to create nat rules - I had same problem (in the picture) only using mac-winbox
There is no problem to create hotspot on the bridge interface, BUT only if all bridged interfaces are client interfaces - I am unable to see point of bridging it with public interface!! You are using local IPs, so just create Another public network!

try removing public interface from the bridge.
just addd ether1 to the bridge, and see if your hotspot works.. if you still insist on having hotspot on the bridge
i think hotspot can’t be assigned to an interface part of a bridge , you have to assign it to the bridge interface ..
your bridge is public+local so you can’t assign a hotspot to it becouse of the public part of the bridge ..
