Can not downgrade after updating RB1200 to 6.02 beta

Hi
I have a strange issue. After upgrading my RB1200 i can not downgrade or enable disabled services like hotspot. I was trying put 5.18 and 5.19 and after system packages downgrade reboot nothings changing. Also when i’m try to enable some services after reboot they are still disabled. Anyone can help.

P.S. Firmware is 2.38

use netinstall. There is a bug in beta2 that cases the router to kernel panic on reboot. Thats why it will not downgrade. Netinstall will help.
