can ping but cannot telnet

Hi all.
I have a RB that I can ping from my pc but I cannot telnet or winbox.
If from my pc I winbox its neighbour, from this neighbour I can telnet.

What could I check ?

If you can ping it, you have IP connectivity. If despite that you can’t telnet, there’s a firewall in the way blocking that protocol. Investigate all devices, starting with the endpoint.

Also, consider using SSH over telnet.
