Can Router OS genarate SNMP commands?

I would like to create a SNMP script that would read a snmp variable from another device and output info on a LCD screen connected to Router OS

is this possible?

No, it is not possible from the RouterOS. It possible secondary sources, like Dude server installed on the RouterOS, but not directly from RouterOS.

If dude is installed on a routerboard, any way to get the readings from the dude into a lcd screen?

You mean LCD module attached to the x86 box, the answer is no.
