The ‘wireless’ package does not exist in 6.36 and that is what is stopping it upgrading (because it cannot find an upgrade for it). You will need to manually remove the current wireless package from your router (don’t do this if you are accessing Webfig/Winbox over wireless), perform the upgrade and then enable (if using the RouterOS bundle package) or install (if using individual packages) a replacement wireless package, either wireless-cm2 or wireless-rep. 6.37 (currently release-candidate) goes back to a single wireless package but that upgrade deals with the different named packages as long as you only have one of wireless-cm2 or wireless-rep installed.
Yes, you should (in the 6.28 version) go to system->packages, then select the wireless-fp
package, click disable, then select the wireless-cm2 package, click enable.
Also go to system->routerboard and upgrade firmware when not done yet.
Now reboot.
After the reboot, you can try the upgrade to 6.36 again.
Or upgrade directly to a 6.37rc which has only the “wireless” package, so you will not have to change later back again (or wait for the 6.37 release if you are not in a hurry).
