Can't Log in by IP - Mikrotik

Hi, I’m Hector, I dont speak english so good but I hope you understand my issue.
I’ve a Mikrotik installed in a Site (outside) and I want to loging in by winbox, but I can’t do it.
When i’m in the site i can’t log in neither by the ip setting, but if by MAC address.
I’ve checked the firewall rules and I see the ruler with port 8291 setting and its active.

What may I do? I don’t know a lot of Mikrotik.

if the permissive rule for port 8291 is on a wrong position in the firewall, it may not be effective.
from secrity point of view, it is not a good idea to have any management service open for access from anywhere in the internet without a VPN. So if you can restrict the access to just a few IP addresses, it may be OK, otherwise consider using IKEv2 or SSTP for access - both these methods are supported by the native VPN client of Windows.
