Firewall on PC if Windows
Agree with jrecabeitia. By default XP (since SP2) blocks ICMP Ping. Turn off the XP firewall. It might work then! If you need the firewall on, but wish to be able to ping, then you can modify the firewall rules on the XP client to allow ICMP pings.

The two ends of the links and the PCs are all on completely different subnets. That is your problem. They will not route traffic between them, unless you put some changes into place. Either make all equipment have the same shared subnet or add routing.

sorry for beeing blunt, but you have to have some networking background (well, some more than you currently have)
so this is good idea to go to that page and study how routing is working and what routes you should set and where. Then this all will be clear.
