Can't ping Users

This is my network not well drawn but i hope would help to understand my topology

I have wan connection from service provider to mikrotik and from ether 2 to Cisco gig 13 and cisco gig 1 to OLT GE8 port, here at ether 6 have 5 /24 block of ip for diffrent types of static IP users and a PPPoE server with another 5 /24 block of ip pool. ether 6 is set to ARP reply only for security purpose so that static ip users can’t change their ip to get firewall less usage or more speed now problem is that i can’t ping 90% of static ip users some users are ping able can’t understand why any solution ???

If you don’t have static arp records, then you need to get back arp replies, cause you using arp for mac - ip resolution.

Yes i have static arp mac records against each ip address

Not to throw out the simplest thing first, but could they just be blocking your pings?

I am quite sure cause i personally checked those pcs and routers they aren’t blocking ping request or reply

You may need to break out wireshark and do some packet sniffing at the various connection points in your network to verify whether you see the echo requests from the router and/or replies towards the router. Essentially, find out where they’re being dropped and then drill down on that point to determine the root cause.

At this point, it could be lots of things.
