quick question before I buy: can the access points, such as the cAP ac, be managed completely from the web GUI RouterOS? I want to get rid of a central management solution such as CAPsMAN.
Does the cAP ac specifically support WPA3?

Yes, can be manged by WebFig fully. WPA3 is possible by using wifi-qcom-ac package instead of wireless package. see WiFi | RouterOS Manual

Is there a reason why not buying cap ax instead?
Other than cost? No.
I found two ac at a bargain price. If everything works out well, I can sell my Unifi hardware at roughly the same, so I wouldn't even have to invest anything. The ax would be significantly more expensive, and at this time, I don't need ax/Wifi 6.
Unless there's a reason I'm not aware of 
Wifi-qcom-ac driver, while suitable for cap AC (and related ARM ac devices), is a tight fit.
And I mean, VERY TIGHT.
You shouldn't do anything else on that device except use it as AP. No DNS, no routing, ... preferably nothing else.
As it happens to be just this morning I upgraded a cap AC from 7.20.7 to 7.21.4 (both LTS versions) and free space went from 204K to 104K.
I know, as long as it is not 0, there is no problem.
But that border is coming really close now ...
I still recommend using wifi-qcom-ac drivers when possible. It's night and day difference for wifi experience.
But Mikrotik should do something about the size of their packages (and that's a request which already goes since as long as that wifi-qcom-ac package was made available).

As long as you use the cap ac as a simple AP it works. I have the cap ac running wifi-qcom-ac with no issues.
