I guess tx-power is adaptive.
@ToTheFull: command monitor shows Tx power, output from power amplifier. tx-power property, OTOH, is about EIRP and includes antenna gain. Screenshot is showing two different devices, are they the same model? If not, then difference in antenna gain might explain the difference you see.
