CAPsMAN - Access-List -> Accept = Override Authentication?

Hi,

if I specifiy a MAC-Address in the Access-List with Action=Accept, will this override the WPA2-Authentication and a Client can connection without further authentication (only with the MAC specified)?

I found nothing clear in the documentation, but if thats true, I assume this is a big security risk.
