CAPsMAN issue with 2 SSIDs

I have MikroTik Router (hEX S) running as CAPsMAN connected with Cap lite (CAP)
i have made two configuration files for two SSIDs [ Managers and Employee ]
My question is how to make queue on Employee SSID and limit upload and download ?

Make this queue in subnet for employees or in bridge connected to datapath

i have done it using VLANs
but the ping between VLANs is 70ms !!
