CAPsMAN provisioning problem

Hi, I want to make such configuration with CAPsMAN and have no clue why it is not working

There are 4 devices working as CAPs with no problem when I have master or master and slave configuration. Everything works fine. But, now I need to make
device no. 2 and device no. 3 to go only for slave configuration. So, I need main wireless of devices 2 and 3 to get slave configuration. To do this I created
three provisioning rules, first with master and slave config, second and third only with master (but using slave configuration). I put MAC of device no. 2 and 3 in
the MAC field. This configuration does not work. All the CAPs get configs from the first provisioning rule. How to make it work? Maybe this is some kind of bug?
Please help.
RouterOS 6.40.3 on all hardware.

Greets,
Mark.

Try to change order of provisioning rules, put now first rule with both interfaces on the bottom of list.
