Actually, yes.
You can use “capsman or local” for the access points manager.
If capsman is available, it will be used.
If not, AP will revert to local settings (which are can be pretty identical to capsman settings, so rather easy to copy over once).
Other then that, a second (local) capsman server is probably best (any AX device on itself can also act as one !!) but then you also need some scripting to enable that local instance only when remote instance is unreachable (and switch it back).
Maintaining everything w.r.t. to settings etc. will become another story, though …
