Friends, my CCR1009 shows the 13.7V voltage. ever. I put POE 24v, but it shows 13.7. PSTU1 and PSTU2 always show 13.7v. I think something is wrong! what could it be?

We`ve got similar problem witch CCR 1036.
Voltage from PSU was ~24V and reading from rOS was around ~13-14V, and what was worse, the temp on cpu was over 90 C.
When we inspect the board we found 2 broken capacitors (on foto)
After replacing them everything back to normal.
