CCR painted CPU heatsink ?

Hi guys , we have a temperature problem on a CCR1009 (fan type) that came from two bad capacitor , after replace them I try to check the heatsink and I see a Horrible thing .
Heatsink is a aluminum type and painted on all sides (even on CPU side !!)

If you touch the not painted enclosure of CCR its colder than air but CPU heatsink is not because of black painted !

MikroTik , Can you explain this ?

Note: I’ve cleaned the old thermal paste to add new .

That looks like Black Anodizing which is normal on all surfaces of a heatsink.

I have used a lot of heatsink.The paint won‘t influence that much.Aluminium alloy is soft and may got scratch when machining.Painting can fix that.

Yes , you’re correct , according to another source about anodized aluminum :

Regardless of the color, heat transfer will not be affected.
