on the Mikrotik products website, the CCR1036-8G-2S+ is advertised with 28Gbit throughput. Does it handle 28Gbit unidirectional or bidirectional?
It has 2 SFP+ ports, so will I be able to have a troughput of 20Gbit down and 20Gbit up?

Certainly.
The word throughput already says it - the 20GBit have to come from somewhere.
So assuming every interface (2x 10BGit and 8x 1GBit) is fully loaded in full duplex, you have 28GBit in total.
